Background:

Stan shot this photo looking northwest from the Empire State Building's outdoor observation deck. He says, "This photo was shot on an extremely windy night. It is one of the few photos I shot that night from the Empire State Building that came out good. Most of my photos that night were blurred because the wind was blowing so hard that it prevented me from holding my camera steady, even with it resting on the ledge that surrounds the observation deck."
